Do You Need A Permit For Window Replacement In Mesa?
In many cases, a straightforward replacement does not require a building permit.
The City of Mesa’s Residential Construction Homeowners Guide exempts replacement windows when they remain in the same-size opening and have an equal or better energy rating. A permit may be required when the project involves a larger opening or a new header.
Even when a building permit is not required, the work still needs to comply with applicable building and safety requirements, including requirements related to egress and tempered glass. Registered historic properties are a separate track: Mesa’s own guide notes that historic homes may be required to obtain a Certificate of Appropriateness through Historic Preservation, so we check whether an address sits inside one of the city’s eight local historic districts before we quote. SRP Pays $3 A Square Foot On Replacement Windows
Most Mesa homes are SRP customers, and SRP runs a replacement window rebate that pays back by the square foot. On a whole-home project that is real money, and it is the single most common thing Mesa homeowners do not know they are entitled to. It is not automatic, and it is gated on three things.
Roughly $675 back on a fifteen-window house
A common Mesa bedroom window is about 3 feet by 5 feet, so 15 square feet, which earns about $45. Fifteen openings at that size is around 225 square feet of glass. We specify low-E, dual-pane windows built for the East Valley and put the numbers SRP asks for in writing on every estimate.
The numbers on the glass
SRP requires a U-factor of 0.32 or lower and a Solar Heat Gain Coefficient of 0.23 or lower. Those are the same two numbers ENERGY STAR Version 7.0 sets for the Southern climate zone, and the two we already write into every quote.
The CPD number
SRP asks for the Certified Product Directory number from the NFRC directory for the exact unit installed. Not the brand, not the series name. Ask for it before you sign. It is the difference between a rebate and a rejected application.
The paperwork and the clock
The work has to be done by a contractor licensed in Arizona to install windows, that contractor signs SRP’s terms form, and the application is due within six months of installation. The program runs to installs completed before 30 April 2027.
The City of Mesa runs its own electric utility over roughly five and a half square miles around downtown, serving somewhere north of 18,000 customers. If your power bill comes from the City of Mesa rather than SRP, this rebate is not available to you, and any company that tells you otherwise has not checked. Check the provider named on your electric bill before you count the money.
Awning, casement, picture, single- and double-hung, sliding and transom windows, plus skylights. Sliding glass doors qualify if they are at least 80% glazed and meet ENERGY STAR specs. French doors do not qualify. Units must be installed within the conditioned living areas of the home, so garages and unconditioned patios are excluded. You also need to be a permanent SRP residential customer, in a home that has had permanent SRP electric service for more than a year. SRP’s official program requirements and the rebate application checklist (PDF) are the sources to check before you order.
New construction does not qualify, only replacement. You do not have to do the whole house at once, because the rebate can be claimed as windows are replaced, though a window that has already earned it cannot earn it twice. And SRP can ask to inspect the installed windows.
Worth correcting while we are here: the federal 25C energy efficiency tax credit, which returned 30 percent of window costs up to $600 a year, was repealed effective 1 January 2026. Windows installed in 2026 do not qualify for it, whatever you read on a quote, and several window company pages in this market still advertise it. The SRP rebate is the one that still pays. Retrofit Window Replacement
With a retrofit installation, the existing frame remains in place and the new window is installed within the existing opening. A retrofit may make sense when:

Full-Frame Window Replacement
A full-frame replacement removes the existing window and frame down to the rough opening. Full-frame replacement may be appropriate when:

- You want to address problems behind the existing frame

No other city in the Valley has this much of it. Dreamland Villa alone runs to more than 2,700 homes, Leisure World to roughly 2,664 behind a guard gate, and Sunland Village, Sunland Village East, Sunland Springs Village, Fountain of the Sun and Apache Wells add thousands more. If you live in one, your window project has two extra steps and one extra question that a tract-home job does not.
The committee sees it before the city does
Your architectural committee will want the frame color, the finish and the grid pattern in writing before anything is ordered, and some want a sample. We supply that documentation as part of the quote. The submission itself stays with you, because committees deal with the owner.
Most of this stock is still original
Dreamland Villa went up between 1959 and 1978, and a lot of those openings still hold their first set of aluminum single-pane sliders, often set straight into block. That is the group where full-frame comes up far more often than it does on a 1990s tract home, and it is worth knowing before you compare quotes.
Park models are a different application
The City of Mesa treats manufactured homes, RVs and park models separately, and those applications need park approval or HOA approval on top of anything else. If that is your home, call before you plan around a date and we will tell you straight whether it is a job we can take.
Two practical notes that save a day. Gated communities need the crew and the delivery cleared at the gate in advance, so we ask for that at the measure rather than on install morning. And several of these communities run quiet hours, which is worth raising early, because it changes what time a crew can start cutting. Both go into the schedule we agree at the written quote stage.
